The Committee has now had a very thorough discussion of the issues raised by paragraph 2 of the Schedule. I recognise the considerable

interest both in Hong Kong and in this House in the nationality provisions of this Bill. Indeed they appear to be the points of

most concern in the Bill. I hope that the explanations I have given

both on the substance of the matter and on the procedural points

will satisfy the Committee. The Government have taken great pains

to reassure the House that there will be ample opportunity both for

the House and the people of Hong Kong to express their views on the draft Order when it has been prepared. In our view failure to accept this paragraph of the Schedule as now amended would cause great consternation in Hong Kong. I hope that the Committee will

give the paragraph its support.
