1. I submit draft speaking notes for Mr Luce's use in the Committee Stage of the Hong Kong Bill. They include speaking notes for "Clause Stand Part" and "Schedule Stand part" debates as well as "Notes on Amendments" on amendments laid so far by MPs and the one Government amendment. Those relating to nationality have been
agreed with Home Office officials. In light of any comments Mr Luce may have on these notes I will submit final notes on Tuesday 5
February together with supplementaries. I attach full "Notes on Clauses" as background.
2. In the speaking notes, for ease of reference background information/is on white paper, speaking notes on amendments on pink paper, and speaking notes on clause/schedule stand part on blue
paper.
3. I understand that the Report Stage will be largely a formality, as it follows on directly from the Committee Stage, although it is possible that manuscript amendments to the Bill may be laid which we will have to react to on the spot. I will submit separately a short
