HONG KONG BILL: PROCEDURE IN THE HOUSE OF LORDS

1.

I have read through the guide to legislative procedures

the procedures in the House of Lords and We should discuss the following procedures with Stuart Eldon:

on

a)

b)

c)

when will the Bill be given its First Reading? I understand this usually happens immediately after approval by the House of Commons.

when will the Second Reading take place? The procedure in the House of Lords seems to be less flexible than in the House of Commons and we have to observe certain

minimum intervals between stages unless we oppose fut foward a

the motion dispensing with Standing Order number 43. The Bill should be dealt with within 12 sitting days of being laid on the table of the House, otherwise by Standing Orders it cannot be further proceeded with until 8 days notice has been given.

when and how should we signify the Queen's Consent? procedure seems to be different in the House of Lords and we need to warn the Lords Public Bill Office.

If you wish I will pursue these matters with Mr Eldon.

2.

We

The

will need in the short term a speech for Lady Young's use at the Second Reading which I understand can quote liberally from Sir Geoffrey Howe's speech in the Commons and a revised set of notes on clauses, possibly including the speaking notes prepared for Mr Luce's use during "Clause Stand Part" debate.
