1. Mr Eldon, of Lady Young's office, telephone this morning. He said that:

Lord Whitelaw had agreed that we could follow the same procedure for the Order in Council in the House of Lords as in the House of Commons.

Mr Luce had seen Lady Young this morning and stressed his wish to remain involved in the Bill during its passage through the House of Lords. Mr Eldon suggested that it would be useful to have a meeting with Lady Young and Mr Luce

14 March before the Committee Stage and after both Ministers had returned from overseas visits.

Mr Luce said that the Bill should pass through the House of Lords before the Easter recess. It had therefore been agreed with the Lords Whips that the Third Reading should take place on 28 March.

Mr Eldon will be sending a box to Lady Young in Belize 7 March and asked if we could prepare notes on any amendments put forward by that date for inclusion in the

box.

Mr Eldon also asked for 10 copies copies of the bowdlerised copies of notes on clauses for the Lords.

I provided him with the copies we had prepared for the Commons.
