A number of Noble Lords have referred to the title of the
new form of nationality - British National (Overseas).
Careful consideration has been given to this title. The
Government believe that it best meets the needs of all
parties concerned. On the one hand the title makes it
clear that it is a form of British nationality and on the other, it does not imply a continuing constitutional link
between Britian and Hong Kong after 1997.
It is the Government's intention that the BN (O) status.
should carry broadly the same benefits as British
Dependent Territory citizenship except that it will not be transmissible by descent.
