We have sought comments from Home Office officials and legal advisers on the speeches. If necessary in light of these or any comments Lady Young may have we can submit revised speeches on
Monday.
3. In response to pressure from Members on both sides of the House
of Commons the Government agreed that the draft Order in Council on
nationality should be debated by the House first in a preliminary fashion and if necessary withdrawn and revised before it was debated
in unamendable form in the usual way under positive resolution
procedures.
