3. In my minute of 2 January to the Private Secretary I indicated why the names of Viscount Whitelaw and Lady Young could not be used. The name of Mr Secretary Heseltine does not appear on the above list as he is out of the country until 18 January. Mr Tebbit is not working in London and I have not yet had a reply from his office.
