(c) Goadby: The NCNA in Hong Kong have now inade representations to
both the Assistant Political Adviser and the Political Adviser to
ask about the whereabouts of Goadby. A major Chinese concern is
that Goadby should not be used by Taiwan for propaganda purposes.
Hong Kong have taken the line that a check of our records has shown that there is no one of Goadby's name in Hong Kong and that there is no record of anyone of that name having gone to Taiwan in the period in question. They have also made the general point that it is certainly not our policy to facilitate Taiwanese propaganda aimed at
the PRC. The Chinese reaction has been quite friendly and relaxed,
but there is no sign that they are ready to let the matter drop. In present circumstances we propose to take a similar firm but positive line if approached by the Chinese here or in Peking.
