NOTES ON CLAUSES

I would be grateful for your comments on the attached draft notes on clauses for the Hong Kong Bill. The draft has been agreed by Mr Hum, and the section on paragraph two of the Schedule has been sent to the Home Office for comments.

2. The Hong Kong Bill does not lend itself as easily to notes on clauses as say the State Immunity Bill, because the questions that are likely to be raised during the second reading are more likely to be political than technical, and supplementaries cannot be attached to one particular section of The Bill. We have therefore prepared reasonably short notes on clauses keeping closely to the substance of The Bill and an appendix of supplementaries dealing with the general questions which may be put.
