indication as yet that EXCO members intend to lobby MP on this
subject. Indeed when they last visited London they were extremely
anxious that not even their own LEGOO colleagues should know about
the dispute. In the circumstances I would strongly advise that we
do not argue the virtues of carrying out the transfer of sovereignty
in the Bill as opposed to later Order-in-Council unless the matter
is raised in the debate. We might otherwise risk stirring up a
hornets' nest which could hopefully be left undisturbed. Defensive
briefing on this point will of course be supplied.
