2. I can confirm that basically Ministers will require:
•
a) Notes on Clauses
b) Notes on Amendments
c) Speaking notes on "Clause stand part"
but it is possible that b) and c) will not arise.
3. After the Second Reading today the Bill will be committed to a Committee of the whole House. This means that as from tomorrow we might expect to see amendments in the Order Paper tabled by Opposition spokesmen or by individual MPs. Any amendments will need to be studied carefully to see if they are out of order. The Speakers Counsel (Mr T A F Skemp 219 3776) will be taking similar action and may wish to discuss points with your legal adviser. In due course the Speakers Counsel will advise the speaker who will decide which amendments, if any, to select for the Committee stage. We will be informed of the selection at about 2.00 pm on Monday 28 January.
If no amendments are put down or selected then there will be no Report Stage.

If the Opposition table a motion "that the Question be not put forthwith" then there will have to be a debate on the Third Reading and a speech etc would be required. Without such a motion the Third Reading is a formality and only the title is read out.
