The circumstances of Hong Kong are unique and should be reflected in

a unique status. BOC status would have been unacceptable to the

people of Hong Kong and would not be an appropriate status within

the terms of the UK Memorandum. For instance BOC status may be acquired at any time by registration while the UK Memorandum imposes time limits on the acquisition while the UK Memorandum imposes time

the acquisition of the new

TO HONG KONG]

The choice of title had to take into account the fact that it will

continue to be used after 1997 when Hong Kong will have ceased to be a British territory. Any title which contained both the word

"British" and the name "Hong Kong" would not have been acceptable.
