As you said, the question of the future of Crown Servants
in Hong Kong is a very sensitive
one. As Janet Young
said in the House of Lords on 10 December, in certain
limited cases certain rights of administration will exist
at the discretion of the Home Secretary. These will be
on a very limited basis for people who are exposed to
special considerations and special factors. I hope that
you will be satisfied by my assurance that the Government
has this subject very much in mind.
