I submit draft letters from Mr Luce to the following MPs taking
up points they made in the debate on the Second Reading of the Hong
Kong Bill which Mr Luce was unable to answer in his winding up
speech:
(a) Mr Ivor Stanbrook on nationality and HMOCS. Mr Stanbrook
has already put down a written question on BOC status. A fuller
answer on HMOCS will depend on Mr Luce's meeting with Mr Raison
at the end of this month;
(b) Mr Christopher Murphy on paragraph 2(1)(b) of the Bill.
This is really a point for the committee stage, but it may be
helpful to write now to Mr Murphy. We are not aware of any
public expressions of concern on this point in Hong Kong;
(c) Mr Mark Robinson on Vietnamese refugees;
(d) Mr Roger Sims on Vietnamese refugees and on what Orders in
Council will be made under paragraph 3 of the Schedule;
(e)
Mr Ian Wrigglesworth on Vietnamese refugees;
(£) Mr Ivan Lawrence on adjudication between the Basic Law and
local law and on undertakings to Crown servants;
