Debates on orders must last longer than 1 hours. Should be possible to debate draft order before proposals are finalised. Nationality should be settled quickly and status of non-ethnic

Chinese clarified to avoid statelessness.

Solution needed to Vietnamese refugees problem.

To what extent will orders under paragraph 3 of the Schedule deal with judicial system, public service, finance, ownership

of property, education and freedoms? Such orders would merit

affirmative resolution procedures so they can be debated.

Importance of regular debates on Hong Kong.

Most important change before 1997 will be move towards

representative government.
