In my speech winding up the debate on the Second Reading of the Hong Kong Bill on 21 January, I said that I would write to those who had raised points that I felt I had not answered. You asked what steps the Government was taking to ensure that the rest of the world allowed Hong Kong to continue its membership of international organisations such as GATT.
The agreement provides that the Hong Kong Special Administrative Region shall continue to have the status of a separate customs territory, and may participate in relevant organisations and international trade agreements, such as the GATT, and arrangements regarding international trade in textiles. One of the main tasks of the Joint Liaison Group will be to consider action to be taken by the British and Chinese Governments to enable Hong Kong to continue to participate in this way.
