Fugitive Offenders Act 1967
Carriage of Goods by Sea Act 1971
Hijacking Act 1971
Civil Aviation Act 1977
There may well be a very large number of such amendments during the next 12 years, and they would create a substantial amount of work for Parliament under positive resolution procedures. The Government is therefore convinced that negative resolution procedures are the most suitable.
I think that there may be a misconception in your remarks in the House on 21 January. We do not in general envisage that Orders would be made at Westminster to establish systems in Hong Kong: this would be self-defeating, since Hong Kong laws must be able to stand independent from UK statute law by 1997. Legislation of this kind will have to be introduced in Hong Kong, not Westminster, and the object of this section of the Schedule is to enable us to make Orders giving them the necessary power.
