1.

I attach a draft reply to Mr Boyd's letter to you of october. You will see from the minuting with PPD and Finance Department (following your discussion with me and Mr Galsworthy) that the administration would be very reluatant to create a new FCO post.

2.

I have taken very informal soundings with the BBC, the Great Britain China Centre and a number of companies which employ interpreters. This has only come up with one name which might be worth pursuing, once other aspects of the job have been resolved.

3.

I am sorry that because I was sick for a couple of days I did not manage to put this up before your recent visit to Hong Kong.
