VISIT OF JI PENGFEI TO HONG KONG

A 1.
Mr Galsworthy submitted on 11 July recommending that
the Embassy in Peking tell Chinese officials that we would welcome visits to Hong Kong by Ji Pengfei and
other Chinese leaders involved with Hong Kong matters.
They did so on 16 July.

B 2. We heard nothing more until Sir Y K Pao told the Governor on 18 November that Ji Pengfei had indicated to him recently that he would like to come to Hong Kong in C early December. The Governor put this proposition to
EXCO on 19 November. EXCO thought
visit would be
potentially valuable. The Political Adviser then raised NCNA, and a visit in the week
has now tentatively been agreed.
D An invitation for the Governor will be formally sent through Xu Jiatun. The first part of the visit will take place under the auspices of the Hong Kong Government and the second part under
under the auspices of
the subject with the beginning 9 December

3. Ji Pengfei is the 75 year old Director of the Hong Kong and Macau Office of the State Council, a member of the Central Committee and a State Councillor. He is the most senior Chinese official dealing directly with the question of Hong Kong.
