From our local newspaper today, we are given to understand that you are paying your first official visit to Hong Kong.

I wish to forward herewith

my heartiest of welcome to you and hope your stay in Hong Kong will be a most pleasant one.

As the Minister of State for Foreign and Commonwealth Affairs with special responsibilities for Hong Kong, you must be well-informed about her plans and concerns. However, as you have said before: there is nothing that can beat first-hand experience. Your discussion with our respectable Governor Sir Edward Youde, senior Government officials and members of the Executive and Legislative councils, and the variety of activities arranged for your attendance should help widen your knowledge and deepen your understanding of this City.

For promotion of International Friendship, I venture to write to you today; and though I have not had the chance to meet you in person, we can still exchange our views and foster our friendship through later correspondence. The late Lenonese poet-philosopher, Kahlil Gibran, once wrote:

"My brothers, seek counsel of one another,

for therein lies the way

out of error and futile repentence.

The wisdom of the many

is your shield against tyranny.

For when we turn to one another for counsel,
