1.

I have just returned from 3 days in Hong Kong and 4 days in

Indonesia, where I chaired a regional Heads of Misson Conference and

had a number of useful bilateral meetings.

2. I attended the first meeting of the new LEGCO with elected

representatives present. This took place in the refurbished Supreme Court building that is now made over to LEGCO and went off very

well.

Everywhere there was discussion about the further development of representative government in Hong Kong. It will be very hard for the 1987 Review not to recommend an element of direct election of

The Hong Kong business community will also need some convincing of the need to move away from the "benevolent autocracy" to which they ascribe the territory's economic and

commercial success.
