The Prime Minister has already agreed in principle that she should balance her visits this year to Egypt and Jordan with one to Israel.
This might
best be fitted in after Mr Peres' visit to London in January and before he is due to hand over the Premiership to Mr Shamir in October. The Prime Minister might perhaps be able to fit the visit in during the Easter or Whitsun recess.
Although we would give it a much lower priority
also
we wonder whether the Prime Minister would be able to include Norway in her visits programme. There is an outstanding invitation and we understand that the Prime Minister has expressed interest in a visit. Norway does not take part in principal European ventures and needs dialogue and encouragement to keep up to the mark, particularly in NATO. We have a British national interest involved there, given our commitments of mobile forces to Norway's defence, and North Sea cooperation is also important.
I attach a calendar of possible visits overseas in 1986, combining these suggestions with the regular Summits and European Community commitments.
