I attach a self-explanatory draft letter from the Private Secretary to No 10 on this subject which draws on the conclusions of the Ministerial Visits Committee, the Secretary of State's comments thereon, and consultation with the appropriate desk officers. I would be grateful for comments on the draft by the recipients of this minute.
2.
This minute and the draft is also copied to the other Departments in case they have plans for visits overseas by the Prime Minister of which we are unaware.
