Dear Minister,
I am writing to you to say how sorry I am not to have been able to visit you during my recent short trip to London. This is however a pleasure I hope to have during one of my future trips over.
It was in the press that towards the end of this month, you will be making your first trip to Hong Kong, a region of your special responsibility. Unfortunately, I will be away on a pre-scheduled trip to China at the time and this will again deprive me of the opportunity of meeting you. As I said, I very much hope that our paths will cross in London.
