the road network has already been revised in view of the San Tin Master Plan and the revised plan is now integrated with the San Tin plan via service roads linked through the interchange (LETTER G,H, MAP X, MAP Y P.5 of San Tin Master Plan: Volume 1, introductory Synopsis).

The realisation of the San Tin Master layout is as solid as the Road Network design itself. If the government accepts that the San Tin area is a a layout area (and the evidence supports this) then the government should first rezone this area as a master layout zone prior to resumption of any land for the purposes of road building. The STDMC strongly objects

to the resumption of land whereby compensation to the affected landowners are based in existing outdated zonal rates. The process of land resumption requires that the land should be

rezoned in

in accordance with the proposed use of the land. Technically there are five zonal compensation rates for the purpose of land resumption, the different zonal regions being revised twice a year. The administrative procedure of revised rezoning requires that the land concerned be rezoned prior to resumption so as to corectly assess the compensational value

of the rezoned land.

For example, prior to the resumption of the land for the

purposes of development with a layout plan. The area must first be designated (rezoned) as a layout area (ie. Zone A)

and then the land resumed at the layout zonal rate (ie. full

rate compensation). It follows that the procedure for the

rezoning of all other areas be conducted in the same manner.

First rezone the area in accordance with its proposed change

of use and then resume the land paying the compensation rate of the revised zone. Under the existing zonal layout, San Tin

falls under three different ones, D, F and G. The government

proposes a network of trunk roads through San Tin (NTCR and LMCBR) linking Yuen Long and Sheung Shui to the border and linking Hong Kong to China.
