Open Space

6.1

Introduction

San Tin New Town has been designed to fit its site. It is a town contained by landscape, rather than a town containing bits of it.

The enclosing role of open space systems in San Tin is critical to the natural and the cost- effective working of the site. It also serves as a neighbourhood-unifying community framework and spatial guide within the encircling San Tin hills. Axiomatic principles of physical & social community form, land use separation, flood control, construction cost, and environmental preservation & improvement all contributed to the ultimate form of this critically important urban system.

6.2 Peripheral Hillslopes

The steeply rising peripheral hillslopes defining the San Tin Region and watershed serve to contain and define the development area in the largest landscape sense.

Since the proposed development will necessarily increase the population of the watershed and tourist attractions will increase the number of visitors to the area, it can be expected that the use of the hillslopes will be heavily increased. Control of these areas is therefore required to prevent fire and erosion, to establish more formal tracks which can be maintained, and to implement reafforestation, and to protect slopes and existing water ways which will become part of the open space system within the development area.

6.3 Valley Hills

The valley hills are those hills which occur within the valley areas, subdividing San Tin valleys into distinct landscape units.

It is intended that the valley hills be maintained as passive open space to provide the following:-

1. A visual link between the surrounding hill-

slopes and the Town Park,

2. A buffer zone between the eastern re- sidential valley and the western agricultural valley.

3. Enclosure throughout the development to retain the natural quality of the area; and definition of spaces and use. All the valley hills are linked by primary open space, establishing a green spine throughout the development.
