1.5 Residential Summary
Of the housing stock in San Tin, 21,205 are new units of which 9.5% are agricultural and rehousing subsidized stock. The resulting popu- lation would be 10 times the present level in a comprehensive and cohesively planned Rural New Town. A diverse range of unit sizes, types, and site sensitive designs would create a varied and diverse atmosphere, contributing to sub- sequent new town image and vitality.

The plan opposite illustrates proposed upper Eastern Valley (the Southern half of the Eastern Valley next to Cassino Camp) land- form and nieghbourhood relationships. The primary open space/water system along the valley floor serves to environmentally unite yet visually separate individual neighbourhood elements. It also serves as a water retention scheme with fixed level ponds linked by weir waterfalls in channels for urban as well as rural irrigation. (See Volume II, Chapter 7 for urban design and community architectural details.) Terraced, medium density (2-7 storey) neighbourhoods will, as previously mentioned, be designed to fit within their natural environment: minimizing fill requirements, and bringing the natural landscape into the medium density housing areas in the form of mini-parks, private roof- deck gardens, small internal plazas, (with day care centres and convenience shopping), and so on. All vehicular access from the roadway network is restricted to peripheral neighbour- hood parking and internal pedestrian, cyclist, and emergency access; the central primary open space corridor thus being free for active and passive recreation, as well as providing a 200 year safety margin against flooding.
