1 Existing Situation
1.1 The San Tin Study Area includes 1,059 hectares of land within an entire watershed in the North West New Territories. Steep peri- pheral sideslopes of surrounding hills occupy 188 hectares to the south, east and west; the remaining area is composed of valley upland, internal hills and the northeastern end of the Mai Po Marsh abutting the China border.
1.4 All village improvements are tied to pro- posals for "already Government-approved" village expansion areas. These well-planned village development zones will relieve develop- ment pressures toward non-traditional urban & architectural forms in old village neighbour- hoods, thus encouraging living improvements for the village people while at the same time allowing the existing traditional village ceremonial, residential, commercial, open space,
and overal townscape fabric to be pre- served and revitalized. Eventually, San Tin village will become the cultural heart of San Tin Rural New Town, while providing a revitalized stock of Man-villager, resident outsider, and visitor accommodation in traditional village style and setting,
1.6 The remaining population outside villages consists of farmers, and workers who generally commute away, from San Tin each day. Summary figures are as follows:

1.7 Environmental Condition:
At present the lands within the study area are poorly managed, under-used and experiencing serious environmental degradation. Vegetation rarely breaks out of a pioneer cycle, water systems are badly polluted, graves are randomly sited and crown land and derelict land areas are strewn with debris.

1.2 Four "core village" are located within the study area, the largest being San Tin: an agglomeration of 7 subvillages. Two smaller Man villages - Chau Tau and Shek Wu Wai - and the Poon Village, Pun Uk Tsuen, comprise the remaining three.

1.3 San Tin, as the main ancestral home of the New Territories-based Man Family, is to be in- corporated as the historic centre of San Tin Rural New Town. Historic building preservation and area improvements (infrastructure and superstructure) will re-establish this village as a major cultural as well as urban-rural landmark in the Northwest.
This improvement programme will include:
1. Historic and Tze Tong structure renovation,
2. Open space and village square development,
3. Infrastructural installations,
4. Flood control measures,
5. Market relocation,
6. Infill housing redevelopment, and
7. Tour programmes and hostel arrangements
within the old village area.
