THE "FORM" OF COMMUNITY IMPROVEMENT FOR SAN TIN
5.1 The Concept
5.1.1 A new form of village-based community is proposed in this Master Plan. A form with three community-centred orientations: first, to traditional forms and lifestyles represented by a preserved village heritage, preserved monuments, and traditional village fabric; second, to a revitalized and improved traditional village (and village- extension) housing environment with improved open space and infrastructural facili- ties, i.e., all of the modern conveniences; and third, to an expanded village-based "Rural New Town" community, effectively and comprehensively meeting regional development pressures while accommodating local needs.

5.1.2 What is proposed in this Master Plan is a "balanced" form of village-based urban-rural and socially integrated new community. Community re-extending the social, symbolic and natural/built environmental relationships which once sustained the San Tin village people, all within the context of an expanded contemporary urban-rural community of 86,000. A community meeting regional as well as local needs; a place for mixing old and new, for raising families, and for generating contemporary cultural forms and natural/built environmental relationships rooted in the past yet fittingly responsive to Hong Kong, to the New Territories, and to China through the 1980s.
5.2 Marketing Aspects
5.2.1 It is planned that low cost prefabricated modular construction and high density medium-rise terraced architecture (ranging from 2-to-7 storeys) will provide an unique and attractive housing mix at affordable prices in San Tin. (See Page 16 for details.)
5.2.2 San Tin is also planned to be a predominantly "middle income" community for home/flat owners in the HK$5-to-15,000 collective monthly family income range. The community will also include narrow ranges of resettlement, village, and luxury housing, again as described in Addendum B, Section 1.
5.2.3 Medium density, spatial variety, good views, and easily accessible open space and urban services will insure an unique, healthful, attractive, and marketable urban environment in San Tin. This, coupled with proximity to major regional transport nodes and employment centres (including the "Shum Chun Free Trade Zone" in China), should contribute to the creation in San Tin's Chau Tau & Eastern Valleys of a very special community "quality of life" appeal - especially with younger families who are looking for a more permanent future in Hong Kong and the New Territories.
