PREFACE TO THE SYNOPSIS
There is much more to future planning than engineering and economics. There are principles reflecting the confidence of a people in its future, in its cultural traditions, and in its Government.
San Tin is growing toward an uncertain future in which its status as a community is unclear; in which a need for common goals and direction has never been more real. The proposals outlined here comprise the first (or planning) stage in a process designed to revitalize San Tin and its surrounding rural watershed region through an expanded "new" community a "Rural New Town"
centred around the existing San Tin villages.
We feel strongly that these proposals fairly represent the common mind of the village people of San Tin. We also feel that they outline what could be easily done to improve the quality of life within and beyond the San Tin village region.
