FOREWORD
This Master Plan provides a conceptual framework for balanced community planning centred around the existing San Tin villages. In it are 3 levels of detail:
First: - This Synopsis (Volume 1) which briefly
summarizes the major content of the Plan;
Detailed fact-oriented support materials and proposals the Main Body of the Master Plan;
Second:
Third:
A more graphic and textually loose collec- tion of other relevant materials Master Plan Appendices.

(The "Main Body" of the Master Plan and the "Master Plan Appendices" (Volume 2) provide comprehensive and logically applied facts, analyses and planning supporting the proposed community improvements out- lined very briefly in this Synopsis. A basic outline of these detailed materials is described in Appendix Section 'A' of this Volume.
