Though this Master Plan was prepared by Dr. Owl Planning & Design Group, it is the product of many hands. We thank the late Chung Ho Man (City Planner) for his work in the early planning stages of the project, and Peter Fraenkel & Partners for their advice on Civil Engineering matters.
