Inauguration of New LEGCO Building.

The Hong Kong Government Information Service asked whether the Minister will be delivering a speech on that occasion. We have replied that as the Governor is opening the building and speaking, it would be inappropriate for the Minister to speak as well. However, the HKGIS is publishing a commemorative brochure for the occasion and would be grateful for some welcoming words from the Minister. I attach a possible draft, agreed with HKD. If the Minister were content, we would clear it with the Governor and invite him to arrange for it to be published by the HKGIS.

Thursday 31 October: unless the Minister feels strongly, I doubt that he needs to say goodbye to reporters on departure. He will literally just have given a full press conference and will not, therefore, have anything new to say.

If the Minister is content with these recommendations, I will telegraph revised proposals to Hong Kong.
