The Secretary of State has seen your submission of
18 October on this subject.
The Secretary of State would like a little more time for reflection on this question. In the first place, the proposal covers an absence from the country of 14 days, though it only of course covers 10 working days. In the second place, there are a number of possible commitments which the Secretary of State might have to undertake in the early part of next year, which make it difficult at the moment to be sure that he will be available himself during that period.
I suggest that you might re-submit, perhaps with a slightly shorter timescale, in about three weeks' time.
