(Right of abode endorsement). In accordance with
the terms of Annex I to the Joint Declaration, a BN(O)
passport will state that the holder possesses Hong Kong
ID card number XYZ as evidence of his right of abode in
Hong Kong. We are discussing the precise form of words
to be used with the Chinese Government. (If pressed).
During the negotiations the Chinese made it plain that
the United Kingdom would not be able to state directly
that the holder of one of its passports had the right of
abode in what, after 1997, will be an SAR of the People's
Republic.
(Other countries ma y insist on BN (O) passport
holders carrying ID cards with them). I hope they will
not insist on this. Right of abode endorsement in BN (O)
passports could not after all have been inserted without
production of an ID card.

Thatcher made clear here in 1982 that the
Nationality Act of 1981 could not be changed. When
speak ing of the
future, she said that the British
Government would discharge its
responsibility to the
people of Hong Kong. We believe that this commitment has
been fully honoured by the Joint Declaration and, on the
question of nationality, by the arrangements in the draft
Order in Council which flow from the terms of the Joint
Declaration.
