For the New Territories, a provisional regional council was set up in April 1985, to pave the way for the establishment in April 1986 of a Regional Council which will mirror the functions of

the Urban Council. The Regional Council has seats reserved for

representatives elected by the NT District Boards.

The elected members of the District Boards, the Urban Council and the Regional Council are returned by universal adult suffrage.

FUNCTIONAL CONSTITUENCIES

13. Traditionally LEGCO has embraced a cross-seciton of Hong Kong's

professional and economic classes. In order to provide an element

of continuity in the evolution of LEGCO, their appointment has been

formalised by the introduction of 9 functional constituencies:

commercial, industrial and labour,

and labour, each returning 2 representatives to LEGCO: and financial,

and engineering and associated professions, each returning one

representative.

The Unofficial members of EXCO and LEGCO together form an

office known as UMELCO which monitors government activity, and

provides an avenue for the redress of grievances.
