On this historic occasion I should like to say a
further development of
representative government in Hong Kong. We understand
the aspirations of the people of Hong Kong in this
respect. Decisions are for the 1987 review, and I am
not going to anticipate what they may be. But I want
to say that we are happy to encourage the development
system which meets the Territory's needs and
customs and which at the same time fully accords with
the spirit and terms of the Joint Declaration. This
needs care and a sense of responsibility.Each step must
be carefully measured, and we should not do anything to
endanger stability. Nevertheless, provided that we
tackle it in the right way I am confident that the development of more representative government will not
only not damage, but will actually enhance Hong Kong's
stability and prosperity. It is, first and foremost,
for you in Hong Kong to give your views on what sort of
institutions you want. But for our part are determined
that by 1997 Hong Kong will be properly equipped for a
smooth transfer of government.

Ultimately, what we are all working for i s the future of the people of Hong Kong, their welfare, their
happiness. All our efforts must be directed with these goals in mind. I am happy this evening to have the opportunity to renew the firm commitment of the British
Government to Hong Kong over the next twelve years, During that time HMG will continue through the Hong
Kong Government to provide sound administration, to
promote economic
