was set up in April 1985, to pave the way for
the way for the establishment in April 1986 of
1986 of a Regional Council which will mirror the functions of
the Urban Council. The Regional Council has seats reserved for
representatives elected by the NT District Boards.

FUNCTIONAL CONSTITUENCIES
13. Traditionally LEGCO has embraced a cross-seciton of Hong Kong's
professional and economic classes. In order to provide an element
of continuity in the evolution of LEGCO, their appointment has been
formalised by the introduction of 9 functional constituencies:
commercial, industrial and labour, each returning 2 representatives
to LEGCO: and financial, social services, medical, education, legal
and engineering and associated professions, each returning one
representative.
UMELCO
14.
The Unofficial members of EXCO and LEGCO together form an
office known as UMELCO which monitors government activity, and
provides an avenue for the redress of grievances. Unofficial
members of LEGCO scrutinize legislation before it reaches LEGCO.
The administrative procedures for handling complaints and appeals
are being reviewed. Current thinking is that there may be case
for the establishment of a "Commissioner for Administration" along
the line of the UK Parliamentary Commissioner.
