MINISTERIAL VISITS COMMITTEE
1.
Please refer to Mr Sprague's circular minute of 3 April. The only proposal which FED has for FCO Ministerial travel between September and the Christmas 1985 recess is for Mr Luce to visit China (and Hong Kong).
2. Mr Luce has already accepted the recommendation for this visit (my submission of 20 February). The only problem at present is deciding the best timing. There are some Hong Kong arguments for the visit being in late October or perhaps the last 5 days of October and the first 5 days of November. From FED's point of view this timing would be perfectly sensible for the China part of his visit. However Mr Luce had earlier been thinking of 10 days from about 16-26 September and his office have confirmed that these dates should not yet be ruled out.
3. Mr Luce's office are consulting Hong Kong and Peking separately about alternative dates proposed for this visit.* The reasons for the visit to China remain unchanged from the arguments given in my submission of 20 February.
