4. On the suggested programme for Mr Luce's visit to Hong Kong between 28 and 31 October, I think that
Hong Kong's ideas are broadly right except in two regards. During my discussion with the Governor on 15. August, we thought that Mr Luce might wish to visit the British Trade Commission, and also visit the Bowring Refugee Centre which we had previously contemplated for the visit on 25 September. The BTC visit might take the form of a reception hosted by the Senior British Trade Commissioner with prominent businessmen present (indeed
this might replace the lunch scheduled to be given by the Secretary for the Civil Service on 31 October. Any civil
service matters which Hong Kong wish to put to Mr Luce
could be covered during the Chief Secretary's lunch on 30 October, to which some young civil servants could perhap be invited, or during the meeting with the Governor and senior officials on 29 October). The visit to Bowring
remains appropriate for the reasons given in Mr Galsworthy's earlier submission: on present Home office timing, HMG's reply to SCORRI is scheduled for issue in late September, and a visit to a refugee camp (or possibly two, for which there would be time in the cours of a morning) would demonstrate our continuing concern find a satisfactory solution to this question. Subject
to Mr Luce's views, I recommend that these thoughts be
put to Hong Kong.
