Problem
1. Hong Kong have proposed draft programmes for Mr Luce's visits to the territory on 25 September and
28-31 October. Should these be accepted?
Recommendation

recommend that Mr Luce consider certain changes to the programme for 28-31 October. I submit a draft.

Background and Argument
3. In his submission of 17 July, Mr Galsworthy
recommended that during his brief stopover in Hong Kong
on 25 September Mr Luce might add to his programme a
meeting with UMELCO and a visit to the Bowring Closed; Centre for Refugees. In the event, timing has largely
dictated and Mr Luce has decided that his programme
should be confined to a debriefing and supper at
Government House. This is now reflected in Hong Kong
latest telegram. The Governor has told us that he
quite content with this.
