Thank you for the programmes proposed in TURS. We have
consulted Mr Luce, who is happy with the programme for 25
13 September and with most of that for 28-31 October, including, the
suggesved 14 briefing and reception at BTC. He has however asked that we seek
15 your views on one possible change. In view of the likelihood

16 that the Home Office White Paper replying to the SCORRI Report on
Vietnamese Refugees will have been published in late September,
Mr Luce would like to visit a closed refugee centre.

previous visit to Chi Ma Wan and Kai Tak took place some two
years ago. Mr Luce wonders if he could visit the new Bowring
centre, together perhaps with one other centre that he has not
yet visited. This might take place on the morning of 31 October
and replace the second meeting proposed with senior officials.
