appropriate earlier submission: on present Home office timing, HMG's
reply to SCORRI is scheduled for issue in late September,
and a visit to
visit to a refugee camp (or possibly two, for which the re would be time in the course of a morning) would
demonstrate Our continuing concern to find a satisfactory solution to this question. Subject to Mr Luce's views, I
recommend that this suggestion be put to Hong Kong.
