I understand from Mr Renton's office that the
Secretary of State has indeed asked him to take on the full
range of responsibilities handled by Mr Luce, including
Hong Kong. I also understand that he wishes to carry out
Mr Luce's plan to visit Hong Kong for the opening of LEGCO,
and that he will be fit to do so. I strongly support the
Governor's recommendation that he should do this. It will
be extremely important that he visit Hong Kong at an early
stage to show the importance he attaches to this
his work.

5. While I understand that it would be more normal
make any announcement about Ministerial responsibilities
until all the Ministers concerned have had an opportunity
to discuss the matter, this is unlikely to be possible for
several weeks because of Mr Renton's absence in hospital.
I therefore hope it can be agreed quickly, preferably today, that we should inform the Hong Kong press a) that Mr Renton will be responsible under the Secretary of State for Hong Kong and b) that he does intend to visit Hong Kong
at the end of October as Mr Luce had planned to do.
