Further to Hong Kong telno 1836 which referred to

the press story on the establishment of the China Relations Committee, it was decided at the first meeting of the Committee that I should let you know a brief outline of what happens at each meeting.

The first meeting was principally a house-keeping meeting. Apart from that, the main item on the agenda was consideration of any points of substance which John Boyd should make at the six-monthly Review of the Hong Kong-Shenzhen Joint Working Groups, which will take place in Shenzhen on 16 October. In general, the work of the various groups continues to go well.

On the Shenzhen River, we reached agreement to proceed with the realignment of two bends, and expect engineering work to begin early next year. Efforts to clean up the river have slowed down a little, partly because the Shenzhen side seem to have realised that the problem is a much bigger one than they expected.

The Marine Links JWG is now effectively in abeyance, since the Shatin-Meisha ferry is now operating, albeit with minimal patronage. The Road Links JWG has turned its attention to the Lok Ma Chau project, which is scheduled for completion in mid-1988. The group has also proposed to their Shenzhen counterparts the establishment of a joint sub-group to conduct a study on cross- border traffic forecasts. We await a response on the proposal.

As is so often the case, your former "baby", the JWG on Controls at Entry/Exit Points is the one which provides most to talk about. We continue to be under pressure for a further
