The director of China's HK and Macau Affairs Office Ji Pengfei: China does not wish to see drastic political changes in HK during the transition. Political reforms in HK should be in line with the Basic Law so as too facilitate a smooth changeover and to pave the way for self rule by the local people.
(Chief Secretary Sir David Akers-Jones): The development of
representative government and the Basic Law would be compatible with each other because both China and the HK Government would be consulting HK people on these matters. The links between Legco and the Basic Law Drafting Committee would be strengthened by the new appointments to Legco.
(Chief Secretary Sir David Akers-Jones): The drafting of the Basic Law and the work of the consultative committee in HK would be proceeding at the same time as the Government considered the 1987 review of representative govern- ment. Mr Ji Pengfei was merely reiterating Mr Xu Jiatun's and the Governor's view that HK must proceed steadily, cautiously and with certainly.
Non-communist Paper
Sing Pao: Major reforms should not be carried out until a blueprint had been drawn up for the Basic Law.
The Financial Daily: As the Basic Law would be drawn up by 1990, HK's political system after 1997 would have to be decided over the next few
years.
