(Interview with Pai Shing Semi-Monthly) Director of the Work Committee Related to Legal System of the NPC Wang Hunbin (EJ): The drafting of the Basic Law and future political system are important topics of discussion as the Joint

Declaration and its three Annexes does not state what the future political system of HK will be after 1997. The people of HK should also study whether there should be political parties in the territory.

(Alan Scott, Deputy Chief Secretary): He agreed with a suggestion that election of secretary level government officials by the legislature in a ministerial system will not contradict the Joint Declaration. By the early 1990s, HK will have finalised its political system which will last beyond 1997. The 1987 policy review green paper will list out 3-4

alternatives for future political system. HK will not consult China on political reform but if problems arise, they will

be solved by China and

UK. The topics of the 1987 policy review will include the Legco

composition, the role of Governor in Legco,

relations between Legco and Exco, roles of Regco, Urbco and DBs.
