The Governor Sir Edward Youde: He is not going to recommend one system or another. He has not toyed with the idea of a committee system. He will neither encourage nor discourage the formation of political parties.
Sir David Akers-Jones: I should think we will get on with developing the committee system before 1987, because with the new Legco we will want to integrate them more into the policy formulation
process.

Ching Po: (Referring to SGD's remarks) By that time the JLG will have its principal base in HK. It should cause no uncertainty as this has been stipulated in the Joint Declaration. Perhaps the only factor that could cause uncertainty would be the political reforms in HK.
Sir S.Y. Chung: He feels that the US committee system would be better for HK than the British system because the latter involves party politics which could affect the implementation of Government policy.
Lee Shun-wai of the HK Affairs Society and newly elected Legco member Desmond Lee agree with CS that the US system could be one of the options in the further development of the political system.
