With effect from 1 October 1985, the Information Services Department has prepared, for our easy reference, a summary of media reports on constitutional reforms in Hong Kong. This summary takes a format similar to that of the Basic Law and its content should be self-explanatory.
I have taken the liberty to enclose
herewith a copy of the first issue of the summary, which covers the period from 1 October to 20 November 1985, for your perusal. I hope you will find this summary a useful reference. Unless I hear from you to the contrary, I shall continue to send you addenda to this summary in future.
