Dean

John,

LEGOO (POWERS AND PRIVILEGES) ORDINANCE

1.

As you know, I fear only too well, the LEGCO Powers and Privileges Ordinance, and the high

and the high decibel

decibel row which accompanied its progress through the Legislative Council were matters of considerable Ministerial concern here. We needed to make a number of submissions about the Bill

and its implications.

relation to

2. After the Bill had passed through LEGCO we discovered indirectly from the EXOO minutes of their Part II meetings

11 on

and 18 June, and from one of Alec Goldsmith's reports,

reports, of the NCNA activity in this Bill. The Chinese view is of

have been help ful

if

reported you had

this NCNA involvement by telegram when it occured.

3. I am sorry to write in a mildly complaining mode, but could I just ask you to bear in mind that we are normally very interested indeed in receiving quick reports of NCNA activities in relation to any such matters.
